This morning, TVET Authority CEO Timothy Katiambo, together with Heads of Department, convened an inception meeting with officers from the Office of the Attorney General to initiate a comprehensive Governance and Legal Audit of the Authority.

The seven-member audit team, drawn from the Attorney General’s Office and the State Department for Justice, Human Rights and Constitutional Affairs, agreed on a detailed work plan to guide the exercise. The audit, scheduled to run for eight weeks, will deliver key outputs aligned with the Terms of Reference (ToRs).

Scope of the Audit

The Governance and Legal Audit will:

  • Assess the adequacy of the Authority’s governance structures.
  • Review compliance with enabling legislation and regulatory frameworks.
  • Evaluate the effectiveness of legal risk management and advisory functions.
  • Examine governance and legal functions from the Authority’s establishment to its current operations.
  • Review statutory mandates, internal governance instruments, and policy compliance.
  • Audit contracts, Memoranda of Understanding (MoUs), and legal consultancies.
  • Assess the management of litigation matters and case-handling processes.
