Mr. Oanda holds a Masters degree in Management and Information Systems from the University of Manchester, UK, a BSc. Agricultural Engineering from Egerton University and Diploma in Technical Education from Kenya Technical Trainers College (KTTC). He also has certificates in Transformative Leadership, Strategic Leadership Development Programme and Project Planning and Management.

Mr Oanda has 28 years in the TVET sector. He has worked as an expert and contributed to the Bridging Innovation and Learning in TVET (BILT) project publication “New Qualifications and competencies for future-oriented TVET” published in October 2021. He is also a core member of the Technical Working Group in the Education for All End of Decade Assessment (2001-2010) of Goal 3 on Life Skills and Life Long Learning for Young People and Adults in Kenya in 2014 and a committee member that reviewed and harmonized the TVET Bill with TSC, KNEC, DIT and other related bills in 2012.

Prior to his appointment, Mr. Oanda served as Deputy Director, Accreditation Services at TVET Authority for three years. Earlier, he worked as a TVET trainer with the Teachers Service Commission at Mawego TTI. He also had a brief stint at the Ministry of Industrialization, Trade and Cooperatives.
